Assigning training intensity is one of the tricker things to do when writing a program due to the daily fluctuations in performance that everyone has. Because of these fluctuations we need a way to autoregulate or daily absolute intensity to keep the effort consistent. At the end of the day our bodies do not know what weight is on the bar, only how much effort was needed to complete the lift. Because of this it is important to focus on intensity from an effort standpoint as opposed to an absolute intensity standpoint (although absolute intensity of a training program is going to be important for driving strength) 

By controlling proximity to failure we can greater control fatigue over the course of a block. Percentage-based training can still be used successfully, but you tend to see this with higher-level athletes who have less fluctuations in daily performance due to tighter control of lifestyle factors. These athletes also tend to have a much better idea of their maxes on competition lifts and the accessories around those lifts.
